Cause of jam in Penang

I can't deny that Penang is one of tourist attraction but no one can deny that the traffic in Penang Island is getting worst day by day...Just take a look at the picture below..


Look at the trishaw...he block the whole land as that land was suppose to use for driver to turn left but they can't do so because of one trishaw..


And can this bus driver...I wonder can a bus driver simply stop anywhere whenever he saw passenger??????? This will cause jam and even accident as is wrong for them to do so..

In my opinion this attitude of driver cannot be a bus driver but what does the authority is doing wit the law that are imposed on the raod traffic..I am sure that there are rules stating that no buses are allow to stop anywhere beside bus stop...
